20-Government Official Conflicts

A lawyer acting as a Commissioner in Chancery in a lawsuit brought by a homeowners' association to enforce its lien for unpaid assessments may not be involved in the lawsuit if he participated "personally and substantially" in the assessment matter while in private practice. Work performed by the lawyer's partner in private practice is not imputed to the lawyer for this analysis -- the "conflict is personal to him."
