21-Reporting Another Lawyer's Unethical Conduct

A lawyer-taxpayer complaining of a county lawyer's conduct has no obligation to report the lawyer under DR 1-103(A), because the lawyer-taxpayer's information is based on "suspicion" only. [Rule 8.3(a) requires a lawyer to report another lawyer's ethics violation under certain circumstances if the lawyer has "reliable information" about the breach.]
