8-Bills and Fees

A 10% "administrative fee" a lawyer proposes to charge clients in collecting Med Pay would be improper because such collection matters normally are "purely ministerial" and involve no risk that the lawyer would earn no fee at all (such a possibility is one of the justifications for a contingent fee arrangement); an hourly rate or flat fee would not be improper in such circumstances.
